WADP numbering system
A few weeks ago, the Committee van de World Association for the Development of Philately (WAPD) held a meeting in Bern.
An important item on the agenda was the introduction of the special numbering system which serves to combat the illegal emission of stamps. It appears that meanwhile more than 100 postal administrations indicated that they are willing to cooperate.
By providing stamps with a unique 'recognition number', the WADP wants to prevent that all kinds of printed paper are thought to be 'real stamps'. An example of such an illegal stamp emission is the hereby printed Afghan 'stamp', which is mere forgery, although the subject (Wanted: Usama bin Laden) seems credible.
